Safety

Safety comprises the program management, resource management, and policy implementation guidance for command managed safety programs. Safety programs are primarily responsible for compliance with applicable Federal laws and Navy regulations, and executive orders in order to support the mission and promote mishap prevention efforts at Navy installations. The core business competencies of Safety are:

NAVOSH DEPARTMENT

The command continues to excel in mishap prevention efforts. There were no disabling military nor civilian injuries reported in FY-2007 Commander, Navy Region Southwest (CNRSW) Human Resources Office instituted submitting Injury Compensation forms, via e-mail. This will reduce the time for forms to be processed in San Diego

A new NAVOSH training plan was developed by CNRSW and implemented on our computers (Regional Safety On-line Training Page) to ensure training requirements match duty assignments and, at the same time, cover hazardous evolutions during off-duty hours.

NAVOSH Goals and Objectives FY 2007:

Goal 1: Reduce preventable injuries to below the established goals for all Federal employees (Civilian & Military) by the end of FY 08.
Goal 2: Populate and implement the ESAMS safety management system.
Goal 3: Implement both Traffic Safety and Recreation and Off Duty Safety (RODS) programs to reduce off duty fatalities and injuries.
Goal 4: Conduct PR&MS self assessments utilizing ESAMS for all Navy Region Southwest areas of responsibility.
NAVOSH Department Summary: Will systematically reduce the Federal Civil Service and Military Occupational injury/illness total cases with reduction efforts focused on lost time cases. Populate the ESAMS database with all serviced customers, instruct all serviced customers on its use, and utilize ESAMS for implementation and tracking of the OSH program at Naval Air Facility El Centro. Utilizing the funding and contract support provided by CNIC, identify all required program elements, implement all program elements and measure effectiveness of implementation strategies. Utilizing the PR&MS section of ESAMS, conduct OSH program self assessments for each program at our site, encompassing all areas of responsibility.
