The Navy College Office is available to come to your command for briefings as well as counseling.  To request briefings, call (202) 433-3615.

Earn a college degree while you are on duty with the Navy.  If you are active duty you are eligible for educational advising, tuition assistance, SMART transcripts and other resources that will assist you in achieving your educational and career goals.  Programs offered include:

Educational Counseling and Advising

Professional counselors assist sailors in clarifying, defining and achieving their educational and career goals.

Take up to 16 credit hours per fiscal year and the Navy will fund 100 percent of the tuition, up to $250 per semester hour.  Tuition assistance may be used for both undergraduate and graduate level classes. Sailors can now complete the tuition assistance application form on line, if their command is service ready for the WebTA process. Check with your ESO or Career Counselor to see if your command is participating in WebTA.  If you have received a Tuition Assistance brief from Navy College, you are eligible to apply for TA. If you have not yet received a Tuition Assistance brief, please contact the Navy College Office for assistance.

Steps to Process Web Tuition Assistance (Web-TA)

1.  Go to the URL https://eta.cnet.navy.mil.  Log in using your CAC or NKO user name and password.

2.  Information needed to enter into Web-TA:

a.  E-mail address of your CO or By Direction (TA Approver for your command)
b. Your Unit Identification Code (UIC)
c. Command phone number
d. Name of school
e. Term start and end dates, click on calendar to select dates
f.  Course names and number
g. Tuition per credit
h. Number and type of credit hour
i.  Amount of applicable fees

  
NOTE: 
(1) You must fax or e-mail supporting documentation to NCO for off-base distance learning courses. 
(2) Block 15 of the application should say:  Anacostia Annex.   
(3) Submit separate TA applications for courses having different term dates.

3.  Requirements to access Web-TA:
 
a.  Must have a documented TA counseling note (Code 10) in NCO database
b.  Must have academic counseling (Code 12) at NCO within the last 2 years
c.  Must have an approved degree plan or SOCNAV agreement on file at NCO by the end of your 5th TA/NCPACE funded course
d.  Submit Web-TA to NCO prior to the start of the term

4.  Input data required in Web-TA and click “submit” located at the top of the page for command approval.
5.  Your command will approve/disapprove the Web-TA and you will receive an e-mail notification.
6.  If your command approves the Web-TA, NCO processes the Web-TA and prints the TA Voucher.
7.  You must pick up the TA Voucher from NCO.  Contact NCO if you want your TA Voucher e-mailed or faxed to you.
8.  You must register for the course(s) and turn in the TA Voucher to the school.
9.  For any modifications to your TA Voucher or if you need assistance with problems, contact NCO Anacostia

Check out your SMART

Sailors/Marines American Council on Education Registry Transcript (SMART) is an electronic transcript that validates military occupational experience and training, as well as college level exams completed and other learning experiences.  Courses are approved by the American Council on Education (ACE).  SMART transcripts are accepted by many colleges and universities.
SMART transcripts can be obtained at the Navy College Office or through the Navy College Program website.

Testing

The Navy College Office assists sailors in getting college credits by providing information on credit-by-examination programs such as CLEP and DANTES (Defense Activity for Non-Traditional Education Support).  NCO provides testing for SAT/ACT, DLPT and DLAB, as well as distance learning proctoring services.

Navy College Program for Afloat College Education (NCPACE)

NCO oversees the NCPACE program.  When requested by command, PACE provides free courses to deployed ships, submarines and activities with seagoing UICs.

US Military Apprenticeship Program (USMAP)

Active duty personnel in approved fields, who have completed appropriate Navy technical schools, can enroll in apprenticeships approved by the U.S. Department of Labor.  Apprenticeships in various trades must be completed while on active duty.  A nationally recognized Department of Labor certificate is awarded to anyone completing the program.

Navy College Academic Skills Learning Program

The NCLC is closed due to budget cuts and budget shift to the Online Academic Skills program through Peterson's. As soon as we get the information on the website URL it will be sent out to all for your information.

Commands may request free, instructor taught, academic skills classes in English, math and reading.  By upgrading academic skills, Sailors can improve their opportunities for promotion, cross-rating and achieving a college degree.  It will still be available through your local Navy College Office. The Navy College Learning Program-Academic Skills provides instructor led classes in three subjects: English, Mathematics, and Reading. Each class covers a single subject. You may enroll in as many classes as you can fit into your work and personal schedules.  Each NCLP class is held for a total of 45 hours. Classes are usually scheduled over a period of three to eight weeks. Instruction in the classes is limited to no more than four hours each day.  You will be given a placement test on the first day of class. Depending on the results of your placement test, your instructor will prepare the NCLP course materials to meet your needs. During one of the last classes, you will be given a post test to see how much you have progressed. You will receive a certificate for successfully completing the class if your post test score is equal to or greater than your placement test score, and if you have attended a minimum of 80% of the classes.  NCLP classes may be held on your base, just ask your Navy College Office staff.

SOCNAV

Each SOCNAV college accepts credits from all other SOCNAV colleges and reduces school residency requirements for sailors and dependents. This guarantees that Navy students and their adult family members can continue toward completion of their degrees even though the Navy may transfer them around the world.
