Captain James enlisted in the Navy in April 1984, and following recruit training and Data Processing Technician "A" school served aboard the USS CARL VINSON (CVN 70). He earned a Naval ROTC scholarship through the Broadened Opportunity for Officer Selection and Training (BOOST) program and subsequently graduated from the University of Washington in 1989 with a B.A. in Economics and was commissioned an Ensign.
Colonel Carlson is the Commander, 647th Air Base Group, 13th Air Force, and Deputy Commander, Joint Base Pearl Harbor-Hickam, Hawaii. In the 13th Air Force, he leads more than 2,200 personnel and six squadrons to deliver the full range of mission support for base, theater and global air/joint operations as required by the Commander, U.S. Pacific Command and the Commander, Pacific Air Forces.
Captain Scruggs, a native of Chicago, Ill., enlisted in the U.S. Navy in August 1976 and entered the Machinist's Mate Nuclear Power program. After nuclear power training, he reported as a staff instructor for the 3SG Prototype from 1979 to 1981.
