Visitor Information
Contractors/Vendors/Service Providers:
Contractors/Vendors/Service Providers are highly encouraged but not required to enroll in Navy Commercial Access Control System (NCACS). A twenty eight (28) day pass will be issued to a contractor who has a NCACS request being processed. Contractors not enrolling in NCACS are subject to one-day temporary passes.
Sponsoring Guest On-Board NBVC
Personnel with sponsorship authority may escort their guest onboard and accompany them during their visit. Personnel sponsoring a visitor but will not be accompanying them during their visit must request access to NBVC for their guest(s) by submitting an NBVC Badge Application for each visitor or submit an NBVC Access List Application for two or more individuals attending the same event/activity. All application forms requesting base access for visitors used by Pass and ID have been updated to ensure all visitors are properly vetted in accordance with CNICINST 1752.1. This instruction requires all visitors applying for base access to be vetted via SORNA (Sex Offender Registration and Notification Act of 2006) web site to ensure that the applicant is not a registered sex offender.

- Authorized Sponsors may forward applications from their CAC enabled PC and their NMCI email account to Pass and ID at cni_prth_passndecal@navy.mil.
- Request for NBVC Badge Access must be submitted two working day prior to visit and the NBVC Access List request must be submitted five working days prior to event. (Note: The same form is used for both types of access)
- Visitors may pick up their NBVC Badge at Pass and ID.
- Visitors listed on the NBVC Access List will access the base via the Access Gate listed on the application form. Sponsors are responsible for providing that information to their visitors.
Sponsors who want to pick up NBVC Badge(s) without their visitor(s) going to the Pass and ID Office should complete and sign both the NBVC Badge Application form and the SORNA Form and forward to Pass and ID at cni_prth_passndecal@navy.mil. Sponsor's signature on the SORNA form indicates the guest (your visitor) is not a registered sex offender to the best of your knowledge.
- Sponsors will ensure that guest(s) have been advised that the NBVC Badge only allows unescorted access to the installation specified on the badge and only to Community Areas of NBVC. Unescorted access to the Controlled Industrial Areas is strictly prohibited.
- Community Areas: The areas on NBVC in which recreational, Community and residential activity takes place ( i.e. Commissary, exchange, chapel, family residences, barracks, galley, golf course and medical facilities). Unescorted guests with authorized badges may frequent these areas. These areas are defined in Enclosures (1) and (2) of NBVC Instruction, subj: Access Control. All other property is defined as a Controlled Industrial Area for Authorized Personnel Only.
Visitors
- Visitors over the age of eighteen must be in possession of a valid form of government issued photo identification and must be on the Access List.
- Adult visitors identified on the Access List may escort a maximum of five (5) minors to the event.
- Visitors must comply with all federal, state and local laws, and NBVC Instructions while on board NBVC installations.
- NBVC Badge holders are required to have in their possession a valid and authorized form of government issued photo identification card in conjunction with their NBVC Badge for installation access.
- NBVC Badge holders will return the badge to their Sponsor or Pass and Decal Office for destruction upon termination or withdrawal of access privileges.
- The privilege to access installations by NBVC Badge holders may be revoked by the Commanding Officer at any time. Increases in the Force Protection Condition may result in the temporary suspension of installation access for some participants of the NBVC Badge Program. Sponsors will be notified of such suspensions at the time of the increase.
- If visitor is a Non-U.S. citizen and possesses a Permanent Resident Card, Form 151, they must bring that with them in order to pick up their badge. Visitor must also carry their Permanent Resident Card with the at all times while aboard the Installation.
- For all Non-U.S. citizens who do not possess a Permanent Resident Card the sponsor must coordinate with the Security Management Office (SMO) at 805-989-8876 or 0349 for processing instructions.

Agent and Assist Letters
Qualifying individuals meeting specific criteria may appoint an agent or assistant to help them with their shopping at the NBVC Commissary and Navy Exchange. Individuals must have Commissary and Exchange privileges and a medical or other condition that limits mobility or prevents the individual from utilizing the Commissary or Exchange independently. The agent is authorized unescorted access to the installation to shop for the sponsor. The assistant is authorized to access the installation with the sponsor, to assist the sponsor while shopping.
