Command Philosophy
Goals:
Support our Fleet through services and facilities to forward deployed naval forces whenever and wherever needed. Our challenge is to anticipate and provide fleet service and support needs on demand.
Support our Families by meeting the needs of our active duty married and single Sailor, civilian, civil service, and contractor families across a broad spectrum of services to provide quality of life at home in Yokosuka.
Support our Community through strong partnerships between Fleet Activities, Yokosuka, and the Japanese community. A vibrant, good neighbor relationship is critical to sustained superior U.S. and Japanese international relations.
Enablers:
Forge and foster global community values. Respect and support our CFAY community: active duty warfighters, civil service experts, contract professionals, family members, Master Labor Contract/Indirect Hiring Agreement professionals and Japanese citizens. Our friends, families, and fellow countrymen entrust us with great resources and responsibilities – faithfully protect our people, property, and environment. Treat everyone with courtesy, dignity, and respect. Be a good neighbor and assist others whenever and wherever possible. Honor and embrace our community’s culture and beliefs.
Serve with Pride. Our support relies upon physically fit, mentally sharp, and morally sound individuals. Work as a team to anticipate challenges and use your unique talents to skillfully solve them. Support your leadership and the chain of command. Make safety and operational risk management part of your daily routine. Mentor our young professionals – lead, challenge, and develop them to become great leaders. Be polite, positive, forthright, loyal, honest, and trustworthy.
Communicate clearly and concisely. Use the power of the single page. State your ideas clearly and provide recommended solutions or courses of action. Seek command guidance when needed. Advise our leadership of challenges early so we can work as a team to solve them. Document challenges and aggressively track solutions.
Strive to improve. Tap the strength of our diversity and seek your full potential. Use Fleet Activity, Yokosuka resources to advance in rate, obtain an advanced education degree, promote health and well-being, improve physical fitness, broaden your travel opportunities, or improve your communication skills. Use our recreational, educational, and family service resources to reach your goals.
Trust your leadership. My door is open to our Fleet Activities, Yokosuka community. When conflicts arise, seek to resolve them within our team. If you feel that the chain of command is not providing enough support to resolve your challenge, seek me for counseling and advice day or night.

艦隊支援－前方展開する海軍に対し、時と場所に関わらず必要なサービスと施設を提供する。いかなる艦隊支援が必要かを先見し、要請に応じて迅速な支援活動をすることが私たちの任務です。
家族支援－全ての現役兵、一般市民、軍属、契約職員の皆さんとその家族が横須賀において質の高い生活をするために必要なありとあらゆる支援を行います。
地域社会支援－横須賀基地と日本の地域社会との強い絆を通じて、近隣社会を支援する。日米の友好関係には、良き隣人同士の力強い関係が必要不可欠です。
ゴール到達を可能にするために
地域社会の国際的価値を構築し、さらに育む－現役兵士、一般市民、契約職員、MLC、IHA、家族、さらには日本国民の皆さんを敬い、必要な支援をすること。私たちは、友人、家族、同胞からの信頼に応えるためにも、国民とその財産、そして環境を守る責務があります。私たちは誰に対しても分け隔てなく礼儀と品格、敬意を持って接しなければなりません。可能であればどんな時も隣人を助け、地域社会が持つ特有の文化と信念を尊重しましょう。
誇りを持って奉仕する－私たちの支援活動は健康な身体、明朗快活な精神、優れた道徳心を持ち合わせた個々人があってこそ可能となります。一つのチームとして難関を予見し、個性的な才能を発揮してそれらの難関を乗り越えましょう。指導者、そして指揮系統への皆さんの協力は不可欠です。安全管理及び業務運営リスク管理を日々の業務の一環に取り入れてください。私たちの若き逸材を指導し、啓発し、次世代の素晴らしい指導者として育成しましょう。礼節を持ち、建設的、実直、誠実、公正で信頼に値する人物になりましょう。
明確・明瞭に意思疎通する－１ページの紙面に簡潔に表現する能力を活用しましょう。自分のアイデアをはっきりと述べ、解決策と対応策を提示してください。必要であるなら、部隊の指導を仰いでください。予測できる問題を早めに知らせることによって、チーム一丸となって取り組むことができるはずです。問題をまず書いてみて、積極的に解決策に挑みましょう。
改善への努力を怠らない－私たちの持つ多様性に満ちた潜在能力を最大限に引き出すこと。昇進、より高い学位の取得、健康促進、体調管理、旅行の機会促進、あるいは意思疎通能力の向上のためにも横須賀基地を大いに活用してください。皆さんの目的を達成するために、横須賀基地の娯楽・教育・家族支援という資源を活用してください。
指導者を信頼する－私の部屋の扉は横須賀基地の皆さんに対して常に開かれています。問題が生じたら、チーム内で解決方法を模索しましょう。皆さんが問題を克服するに充分な支援が指揮系統を通じて得られない場合には、いつでも私が相談に応じ、助言をいたします。
