WELCOME TO GUAM! The island of Guam is located approximately 3,300 miles West of Hawaii, and 1,500 miles east of the Philippines and south of Japan. Installation Information
FULL IMPLEMENTATION OF COMMERCIAL ACCESS CONTROL SYSTEM BEGINS 26 JANUARY 2012
Santa Rita, Guam (Jan. 13, 2012) – Full implementation of the previously announced Navy Commercial Access Control System (NCACS) at Naval Base Guam will begin Jan. 26 for all contractors, suppliers and vendors who have registered and received their NCACS credentials.
For contractors who have enrolled but have not received their new credentials, the NCACS Flash Pass (45-day pass) will remain an authorized pass for entry to the installation until credentials are issued.
NCACS participation is voluntary. Contractors and vendors who choose not to register to utilize the NCACS program may request a one-day personnel/vehicle pass each day they wish to enter the installation.
The NCACS program, which uses the contracted security database system RAPIDGate, is being implemented in accordance with Commander, Navy Installations Command Notice 5530. The program applies to all contractors, vendors, sub-contractors, and service providers who are not authorized a Common Access Card (CAC) and regularly access Navy installations. The program increases the security posture of each installation while offering streamlined access for contractors and vendors.
Organizations that choose to participate in the NCACS program will have access onto the installations during the hours needed to perform business. Contractors and vendors are encouraged to register as soon as they identify the need to access Navy installations as it may take several weeks for participants to receive credentials.

All NCACS-related registration or one-day pass requests occur at the NCACS Center, which is the former Pass and ID office, located in front of the Naval Base Guam main gate, from 6 a.m.-4 p.m., Monday to Friday.
