COMMAND PHILOSOPHY
CAPT James J. Mchugh, Commander, Naval Base Ventura County, welcomes you aboard and presents his command philosophy below.
Naval Base Ventura County (NBVC) has supported the Naval forces that have been active participants in the country’s most recent military operations. From DESERT STORM to IRAQI FREEDOM to Operation ENDURING FREEDOM, NBVC has provided base operations support to all tenants onboard, enabling them to support the nation’s interests around the world. I intend to maintain and build upon this excellence. In order to accomplish that mission we must focus on three guiding principles – Purpose, People and Professionalism.
PURPOSE – mission accomplishment through support. Support for the tenants to accomplish their mission is our mission. Our common purpose is to accomplish the mission as safely and effectively as possible. We will support as we would like to be supported. We also realize that the men and women of NBVC create our support. We are also stewards of almost 19,000 acres of Southern California real estate. Take pride in ownership. We are all here to serve – to serve our Country, our Navy, our Tenants and each other. Our every action, regardless of our position in the installation, should reflect the principle of service. We must always remember that we have a higher purpose, one larger than self – to defend our country and its ideals.
PEOPLE – our greatest resource at NBVC and in the Navy. We must continue to foster and grow this resource. This is accomplished by managing risk. Many of the duties we perform are inherently risky, but with proper Operational Risk Management combined with a strong Safety Program the risk will be minimized. Every member of NBVC will be provided the opportunity to grow, professionally and personally. We must all strive to be the best at what we do, and, together, NBVC will excel. Always give your best effort, bloom where you are planted. Do it right. Do it better the next time. Seize every opportunity to learn, and always strive for improvement. Challenge yourself to become bigger/better than what you are.
PROFESSIONALISM – HONOR, COURAGE and COMMITMENT. These are the core values that form the foundation of professionalism and are what we will build upon to achieve mission success. Adhering to our core values gives us the strength to do the right thing in the face of adversity; to strive to reach our fullest potential; to help our fellow workers to do the same; to do the best that we can when we are tired; to have the integrity to acknowledge our mistakes, learn from them and move on; to build a common bond of trust and loyalty that unites us as a NBVC team; and to confidently face and conquer the unknown. Your watchwords should be - TO LEARN, TO LISTEN, TO LEAD.
It is my obligation as your Commanding Officer to carry the torch for the installation and uphold these principles. I will ensure that you will be provided with all the possible tools needed to succeed. Through teamwork, high standards, readiness and a commitment to excellence and support, NBVC will remain a Premier Installation in the Navy.
