Emergency Communication Messages

We’re here to serve 24 hours a day, seven days a week, year round. We verify your emergency with an American Red Cross Emergency Communication Message so that your command can make good leave decisions. We perform this service through a network of Red Cross Chapters and Stations around the world. We’re here to help:

  • Verification of emergency situations death or critical illness 
  • Financial Needs 
  • Birth notifications 
  • Child care issues

What kind of situations qualify as an Emergency?
An Emergency, as defined by the American Red Cross is “a sudden, generally unexpected, occurrence of a time-critical and short-term nature that disrupts or threatens to disrupt the norm that demands immediate action or attention” (ARC 1295 [2007] Service to the Armed Forces Manual, p. 8)

For whom can we generate an ECM?
The ARC Naples SAF is authorized to generate ECMs for:

  • Active duty military servicemembers, including cadets and coastguard and their families
  • DOD civilians overseas and their families
  • Civilian contractors overseas and their families
  • DODDS employees and their families

   
Emergencies apply to the people listed above and their immediate families only. The ARC Naples SAF accepts the members of immediate family as defined for the servicemember, DOD civilian, contractor or DODDs employee by the military.

Is your command requesting a Red Cross Emergency Communication Message (ECM) to verify your emergency?

  • Call your local American Red Cross Chapter or Station.

  • An Emergency Communication Message can be initiated through our Naples station or from a Chapter at home. For a message from home, your family will need to know the information below:

  
Does your family back home know

  • Service member’s social security number?
  • Complete military address / phone number?
  • Local ARC chapter or the 24-hour number (1-877-272-7337)?
       

The process will go much faster if you or your family can provide us with some basic pieces of information when you call or come in, such as:

  • The active duty servicemember, DOD civilian, contractor or DODDS employee’s Name, SSN, Command or work address (PSC, Box, and Zip), Command, Rank, Service, and Contact Information.
  • If we are verifying an emergency for a dependent: their name, relationship to their sponsor, and contact information. 
  • In case of a critical illness of a loved one: their name, relationship to active duty servicemember or DOD civilian, their location (address if possible, or name of hospital or other location), the name and contact info for their doctor, and a local point of contact in area of interest for them. Please make sure the local POC has notified doctor of ARC verification, as doctors often request that the family authorize the verification of the nature and diagnosis of a critical illness.
  • In case of the passing of a loved one: their name, relationship to active duty servicemember or DOD civilian, their location (address or name if possible), and a local point of contact for the loved one.
