Chief Warrant Officer Rios was born in Managua, Nicaragua, raised in Miami, Florida, and enlisted in the Navy Aug. 25, 1997. He completed Recruit Training Command and Seaman Apprenticeship Training in Great Lakes, Illinois. Upon graduation he was assigned to his first command onboard USS Emory S. Land (AS-39), where he served as a member of Deck Department 1st, 2nd and 3rd Division, and later assumed duties as Captain’s Gig Coxswain. While on this tour he promoted to Third Class Petty Officer and shortly afterward, was advanced to Second Class Petty Officer.
In June 2002 he arrived at Naval Orientation Recruiting Unit (NORU), Pensacola, Florida. He completed Recruiting Training and reported to Naval Recruiting District Miami- Naval Recruiting Station Metro where he served as a Recruiter. In 2005 he was assigned as Recruiter-in-Charge of NRS Metro, advanced to Petty Officer First Class in December 2005 and detached for his future tour in May 2006.

In June 2006 he joined Landing Docking Ship USS Whidbey Island (LSD-41) where he completed a deployment with IWO JIMA Expeditionary Strike Group in 2006 and GWOT deployment in 2007-2008. While serving as Deck Department Leading Petty Officer, he was selected as Sailor of the Year for 2008 and was later awarded the Surface Navy Association “Admiral Zumwalt Award for Visionary Leadership”. In September 2009 joined the ranks of Chief Petty Officer and assumed duties as 2nd Division Leading Chief Petty Officer. In June 2010 he was hand-selected for a short fused deployment, reported onboard USS Gonzalez (DDG-66) where he served as OD Division Leading Chief Petty Officer and completed a 5th Fleet AOR deployment.

In March 2011 he detached LSD-41 and reported Naval Support Activity Lakehurst at Joint Base McGuire-Dix-Lakehurst, New Jersey. He served as Facility Department Leading Chief Petty Officer and Assistant Project Manager for the 87th -Civil Engineering Squadron. He was responsible for three installations, oversaw budgeting, contracting and renovation projects for Naval Support Activity Lakehurst and five tenant commands.
