Captain Chester Parks graduated from the United States Naval Academy in 1994 with a Bachelor of Science degree in Electrical Engineering. Following his commission, he completed submarine training at Naval Nuclear Power School in Orlando, Florida, the Nuclear Power Training Unit in Charleston, South Carolina and the Submarine Officer Basic Course in Groton, Connecticut.
He served at sea as a Division Officer on board USS Asheville (SSN 758), Navigator on board USS Cheyenne (SSN 773), and Executive Officer on board USS Maryland (SSBN 738) (BLUE). He commanded USS Annapolis (SSN 760) in Groton, Connecticut. His deployment experience includes four Western Pacific deployments, three Strategic Deterrent Patrols, and one Mediterranean/Arabian Gulf deployment.
His shore tours include Port Operations Officer at Naval Ordnance Test Unit in Cape Canaveral, Florida; Strike Advisor for the Commander, United States Strategic Command in Omaha, Nebraska; Fleet Readiness Officer for the Commander, United States Pacific Fleet in Pearl Harbor, Hawaii; and Commander, Submarine Force Atlantic Shipyard Representative at Portsmouth Naval Shipyard in Kittery, Maine.
He holds a Master of Business Administration degree from Webster University (2001).
