Vehicle Registration

REQUIREMENT FOR VEHICLE DECAL FOR BASE ACCESS ELIMINATED - REGISTRATION OF PRIVATELY OWNED VEHICLES (POVs) FOR ALL INSTALLATION PERSONNEL STILL REQUIRED.

Installations including NBVC no longer require base stickers on vehicles.  This is not explicit direction to scrape the vehicle decals off of individual vehicles and Force Protection will not be doing that.  Decals may remain on POVs until expiration date.   Per CNIC policy:

  • Individuals with normal access must only present a valid CAC/NCACS ID to access the installation.
  • NBVC will maintain 100% ID checks for all vehicle occupants.
  • NBVC permanent party vehicles must continue to be registered with the base and comply with all applicable state and local laws (ie smog inspection).
  • In order to ensure compliance with CNIC and State requirements, random traffic stops and checkpoints will be implemented to check for:
    • Valid driver's license
    • Proof of insurance
    • Valid vehicle registration
    • Valid California Smog Certificate.  (See below)
    • Motorcycle rider course card

REGISTRATION OF PRIVATELY OWNED VEHICLES  AT PASS AND ID OFFICE:

There are several installations, including NBVC, that are currently subject to emissions testing to ensure compliance with the Clean Air Act requirements for privately owned vehicles (POVs).  If you are assigned duty to NBVC or any other location or state that has clean air act requirements (i.e. mandates emission testing on vehicles) for more the 90 days you will be required to comply with that location’s clean air act requirements.

All personnel who work or live on NBVC for more than 90 days must register their privately owned vehicle at Pass and ID.  Compliance with Clean Air Act requirements for POVs will be verified upon registration of the vehicle.  The following documents are required in order to register your vehicles.  

  • Valid California Smog Certificate.  A California Smog Certificate is required for:
    • Gas vehicle 1976 and newer
    • Diesel vehicle 1998 and newer
    • All out-of-state registered vehicles
  • Proof of employment (CAC, Mil. ID, NBVC Badge, etc.)
  • Valid driver's license
  • Proof of current registration/ownership
  • Proof of insurance


CONTRACTORS

Contractors registered in the Navy Commercial Access Control System (NCACS) are exempted from registering their POVs as they are managed separately.
