What if I do not have a CAC card? 

1. If you do not have a CAC, you can view the Housing Learning Center (HLC) schedule on Facebook at http://www.facebook.com/HousingLearningCenter 

2. If you cannot obtain a CAC or soft certificate, your supervisor will need to register you for all courses on the eMH website - https://www.emh.housing.navy.mil

How is lodging determined or obtained?

The HLC always suggests individuals acquire lodging at the local Navy Gateway Inns and Suites (NGIS).  For training at the HLC at NAS Jacksonville the school will acquire a group block of rooms for the students.  The group number is provided to the students at the time they are registered for the class.  The student is responsible for calling the NGIS to provide a credit card guarantee.  NGIS will provide a confirmation number for your reservation.  If NGIS is not available, a recommended hotel will be identified as the lodging site of choice.  At off-site training locations the local Regional Coordinators will acquire a block of rooms if the attendees will be predominantly from out of town.  In this case, the Regional Coordinator will provide the Registrar with the group number and the same process as identified above will occur.

What to do if there is no on-base lodging available?

If lodging is not available on base and your orders require you to stay on base, you will personally get the non-availability number from the NGIS and attach it to your orders.  If HLC is unable to obtain base lodging at NAS Jacksonville, an alternative lodging site will be identified when you are accepted for a course.  In all instances, the individual traveler is responsible for contacting the lodging site and providing a credit card guarantee for the reservation.  Under no circumstances is the HLC authorized to provide a student with a non-availability statement.

What is the dress code standard when attending courses?

The attire for military personnel is the military uniform of the day.  Civilian personnel are expected to wear Business Casual Clothes.  This means no jeans, shorts, tank tops, flip-flops or midriffs showing.  The Instructor or Business Manager may send a student to change if wearing inappropriate attire.  Re-entry to class is based on the discretion of the Instructor or Business Manager based on a change in attire.

What is the policy if I get sick or am absent? 

Your supervisor will need to contact the school at (904) 542-3964 and approve the absence.  If you do not show up by the start time of the course, the HLC staff will contact your supervisor or Regional Training Representative and report the absence and verify it has been reported to the supervisor.  If a student becomes ill while attending HLC course, the student must contact the HLC for further action.  If the illness prevents arrival to class in the morning or after lunch, the student is to call (904)542-3964 to report the absence.  Student course attendance will be considered incomplete if the absence exceeds four hours for a three- to eight-day course or two hours for a one to two day course.  Further contact will be made with the supervisor by the Program Assistant.

How far in advance do I need to register for or cancel from a course? 

We prefer that all students are either registered or cancelled from a course 2 weeks prior to the start date of the course.  NGIS cancels unreserved rooms 14 days prior to the start date so this coincides with the lodging action.  Holding onto a seat that can be filled by another student prevents someone who needs the training from obtaining it.

What is the approval process to register for a course? 

After you register for a course, an e-mail will be sent to you and your supervisor advising of the registration.  Your supervisor will then sign in and either approve or reject your registration request.  If your request is approved, an e-mail will be sent to your regional coordinator for approval or rejection.  After the two approvals are completed you will receive an e-mail stating you can now make arrangements to attend the course.

How can I see all the courses I have completed through the HLC?

In the Housing Learning Center Module (HLCM), click on the "History" sub-tab to view courses you have completed.  Under this tab you can also see courses you are registered for in the future.

How do I cancel my registration if I am currently pending or enrolled in a course? 

In the HLCM, click on the "History" sub-tab to see all the courses you are registered for.  Click the "Cancel" button next to the course to cancel your registration.

Do I have to take a test at the end of each of the courses to obtain a certificate?

Currently, courses other than CDPM 1, CDPM 2, CDPM 3 and CDUHM do not require the successful completion of a test in order to obtain a certificate of completion.

Is there a Housing certification if I take specific courses? 

The previous Navy certification program was cancelled.  Plans today are for the birth of new certifications as the Housing workforce is professionalized in the post-PPV era.  If you are registered in HLCM, you will receive an email announcement when all of the details of the certification are identified.

Why do I need a CAC to attend HLC courses? 

Most of the HLC courses have some computer work in them.  To sign onto any NMCI computer at the HLC or off-site location, a CAC is required.  A CAC and a rental car agreement shown to the gate guard will also gain you access to NAS Jacksonville and many other military installations.  Courses that contain hands on UHM or FHM will require DoD students to bring CAC or a soft certificate.  All soft certificates will need to be brought to class on a CD.

If I am a Foreign National,  is there any additional information needed for me to attend a course? 

As a Foreign National, you are required to send an encrypted email with the following: A clear copy of your travel orders, foreign national request form, base identification card, and passport to the Housing Learning Center (HLC).  Once received, the HLC will forward your information to the Security office for approval/disapproval of entrance into the base.  The approval process takes approximately two weeks.  Please submit your paperwork at least two weeks prior to the class start date.  For additional information or to submit paperwork, call 904-542-3964 or DSN 942-3964 or send email to HousingLearningCntr@navy.mil.

Is on-base public transportation available at NAS Jacksonville?

Community shuttles are available for public transportation aboard NAS Jacksonville.  They are designed to be convenient, flexible, and offer personalized service.  Each shuttle has scheduled stops on and off NAS Jacksonville and can also be customized to meet your individual needs with advance reservation.  Regular Fare is $1.50 per local ride and $2.00 for express routes.  Please contact the HLC for the most current shuttle schedule at 904-542-3965.

How do I update my profile information in HLCM and eMH?

You can change some of your profile information when registering for a course.  The fields that can be changed are your supervisor, job title, pay grade, address, country, state, city, zip code and phone number.  If you need to change any profile information in HLCM, please contact the HLC registrar at 904-542-0014.

If I am new to Family Housing (FH) or Unaccompanied Housing (UH), what classes should I take?

We encourage all of our students to start with our basic courses and progress to more advanced courses as they progress in their Housing careers.  We suggest the following curriculum depending on your area of specialization:

What happens if I do not cancel my registration?

If you do not cancel your registration by the business day before the course start date, your record will reflect that you were a "No Show" for the course.

Is completion of a course survey mandatory?

Survey completion is required to receive a certificate for each course attended through the HLC for several reasons.  This allows the HLC to provide better customer service if there are any safety or health issues.  Additionally, the survey allows each learner to validate the level of satisfaction with the instructor, course and the content relevance in the workplace.  Furthermore, the survey response is needed to support contractual levels of acceptance and any other courseware challenges that will institute an improvement plan.

What to do if my account has been disabled/deactivated?

To reinstate your account contact the eMH Support Office at 1-800-877-8503 for CONUS or 703-435-2506 for OCONUS locations.  You may also email the eMH Support Office at eMHsupport@aemcorp.com.  You have five days after the account has been reactivated to log on or it will remain inactive.

How much travel time is needed between course end and flight departure?

Flight departures should be scheduled at least two & a half hours after course conclusion.  Jacksonville International Airport is approximately 40 miles from NAS Jacksonville; travel time could take 45 minutes or more.  Rental returns, airport security and traffic need to be accounted for when making travel arrangements.  Leaving class early due to flight departure times will not be authorized.  For courses held at locations other than the HLC, recalculate travel time accordingly.
