Captain Schuman is a native of Pennsylvania and a graduate of the Pennsylvania State University, earning a Bachelor of Science degree with Distinction and receiving his commission from the Naval Reserve Officer Training Corps in 1992. He also has a Master of Science degree from San Diego State University and a Master of Business Administration from the Rady School of Management at the University of California San Diego.
Designated as a Naval Flight Officer, his active duty operational assignments included service with Carrier Air Wings THREE (CVW 3) and SEVENTEEN (CVW 17) completing three deployments on USS Theodore Roosevelt (CVN 71) and USS Eisenhower (CVN 69) as an Electronic Warfare Mission Commander with Fleet Air Reconnaissance Squadron Six participating in Operations Southern Watch and Deliberate Forge, among others. Immediately transitioning to the Navy Reserve in 2001, he served as Tactical Action Coordinator and Electronic Warfare Officer with Patrol Squadron SIX FIVE (VP 65) until squadron decommissioning in 2006.
As a reservist, he served as Commanding Officer of Recruiting Support Unit Southwest winning three consecutive annual awards for recruiting excellence with Naval Recruiting District Southwest from 2006-2008. From 2009 to present, he served in leadership positions with Commander, U.S. Third Fleet (C3F) and Commander, U.S. Pacific Fleet (CPF) to include C3F Logistics Support Unit, C3F Maritime Air Operations (MAO) and CPF Maritime Operations Center (MOC). His command tours included C3F MAO Detachment Las Vegas, CPF MOC Detachment 301 in Pearl Harbor, HI, and C3F MAO headquarters in San Diego, CA.
Captain Schuman completed mobilizations to Afghanistan as Director of Information Operations in 2011 overseeing multiple operations in the central and eastern regions of Afghanistan, and to Qatar as Chief of Intelligence, Surveillance and Reconnaissance in 2012 overseeing the employment unmanned aerial vehicle platforms for Special Operations Command Central. In July 2020, he assumed command of Camp Lemonnier in Djibouti, Africa, in support of Joint Task Force Horn of Africa operations.
As a civilian, he is employed by Northrop Grumman Corporation as a Program Manager of F-35 Communication, Navigation and Identification systems in San Diego, CA. He is a certified Program Management Professional through the Project Management Institute with over 20 years of commercial practice.
Personal decorations include the Defense Meritorious Service Medal, three Meritorious Service Medals, the Strike Flight Air Medal, four Navy Commendation Medals, three Navy Achievement Medals and various unit, service and campaign awards.
