The NSA Naples Antiterrorism/Force Protection Office provides force protection plan guidance for activities involving personnel gatherings off-base or traveling out of country. Specifically, Special Event Protection Plans (SEFPP) and Individual Force Protection Plans (IFPP).
Special Event Force Protection Plan (SEFPP):
Any off-base activity characterized by a gathering of 50 or more personnel and/or a gathering where distinguished visitors are involved often associated with a unique or symbolic event requires the approval of the Installation Commanding Officer (ICO). Organizations that wish to hold a special event shall notify the NSA Naples Antiterrorism/Force Protection Office. SEFFPs should be routed through the Antiterrorism/Force Protection Office no later than 45 days prior to the event.
Individual Force Protection Plan (IFPP):
A written Individual Force Protection Plan is required when any of the following criteria are met:
- A country or region specific State Department Public Announcement or Travel Warning is in effect.
- A U.S. Mission (Embassy/Consulate) is not present and the State Department or responsible Chief
- Travel to certain locations (contact the Antiterrorism/Force Protection Office for specific country requirements).
- Travel out of EUCOM AOR, as required by AOR commander (CONUS, Alaska, Hawaii, and the U.S. territories are exempt).
