Many Americans start a wine collection while stationed in Europe and want to send it to the United States at the end of their overseas tour. With a little advance planning, and patience, connoisseurs of the vintners' craft can continue to enjoy their favorite European vintages if they find a way to ship their collection and surmount federal, state and Internal Revenue Service rules. Under current federal law, it's illegal to transport alcohol in your household goods, or unaccompanied baggage shipment. Federal Law prohibits mailing of wine or any liquor products through the United States Postal Service.

How do I send my wine?

1. ONLY active duty members of the U.S. Navy, U.S Air force and civilians employed by the U.S. Navy are authorized to ship their wine collection at government expense. The Personal Property Office located in the Village Forum can make the arrangements for you, or set up your personal arrangement for transportation. Make an appointment with PPSO when orders are received.

2. If the government makes arrangements for you, you must ensure that the contractor prepares an accurate inventory at the time of pickup. You must provide the DPM contractor and Personal Property Shipping Office the following information (attachment 1) to support the description of the beverages you are shipping.

a. Description of Wine

b. Quantity of each type

c. Year

d. Value of each bottle at time of purchase

e. Alcoholic content of bottle

f. Country of manufacture

g. Total Value

3. You are responsible to pay all customs duties and state taxes. Additionally, you need to contact the State Alcohol Control Board/Authority at your new duty station. See website for your state below

4. If you personally arrange for the transportation your reimbursement will be limited to the transportation mode (Naples' Direct Procurement Method), which provides the required transportation service. The Government's liability is limited to what it would have cost the Government to ship the like (actual) weight of household goods. An advance allowance based on the estimated weight you provide to the PPSO may be authorized. Special services (refrigeration, air shipment, etc) are not reimbursable. Additionally, you will be responsible for all issues related to the Status of Force Agreement (SOFA), use of U.S Carriers, import/export processes, tariffs customs, etc.

5. To liquidate a personally arranged shipment submit the following documents to local Accounting and Finance Office

a. Letter from Personal Property Shipping Office (PPSO) that provides the Government's DPM rate/cost of shipping household goods from the origin shipping location

b. Itemized invoice

c. Weight tickets

d. DD2278 and/or a DD1351-2

e. Applicable PCS orders

6. Please remember, reimbursement will be limited to what it would have cost the government to ship the actual weight of your alcoholic beverage shipment as household goods.

7. After you determine whether you want the government to arrange for the shipment of your alcoholic beverages, or you want to personally procure the transportation please make an appointment to your decision with the PPSO.

State Alcohol Import Laws

The laws on importing liquor into the various states are as diverse as the states themselves. People considering taking large amounts of alcoholic beverages back to the States areadvised to check with their state alcohol board in advance. Whether you are shipping your prized wine collection or just lugging a crate of European beer onto the plane home, state laws vary so much that it is best to know exactly which restrictions apply in the state you arrive in and at your final destination. While we have tried hard to find the Web pages of all the commissions or boards controlling liquor imports, some are either nonexistent or we have just not managed to find them yet.
