Long deployments, frequent moves, and mission readiness demands impose many stresses on military families, often leading to marital and parent/child conflict. Concern for the welfare of Navy families and the effects of family violence on military performance prompted the establishment of the Family Advocacy Program (FAP) in 1976.
The five primary goals of FAP are:
- Prevention of family violence
- Victim safety and protection
- Offender accountability
- Rehabilitative education and counseling
- Command intervention
All Department of Navy personnel must report any known or suspected incident of child abuse occuring on a military installation or involving persons eligible for Family Advocacy Program services to the local Family Advocacy Representative (FAR).
Security should be contacted directly if there is any immediate concern for safety or the abuse/neglect is occuring in the moment. Family Advocacy Program staff are not first responders and do not go to the scene of an incident to investigate. Law enforcement to include NCIS will investigate incidents of domestic or child abuse.
Contact Security at 911 if on base or 081-568-4911 if off base for an immediate (security) response to an incident of abuse or neglect. The FAP on call worker will be contacted by security to inform them of an incident and to consult regarding the safety and support needs of those involved.
To report domestic or child abuse to the Family Advocacy Program during duty hours contact the FFSC at DSN 629-6372/Commercial 081-811-6372 OR DSN 629-6533/Commercial 081-811-6533 and ask to speak to the on call social worker. No further information will be provided to the reporter. Reports can be made anonymously with the exception of mandated reporters such as child care providers.
