Joint Base Commander 

Captain Bernard hails from Memphis, TN.  He was commissioned in 1993 through the Enlisted Commissioning Program with a degree in electrical engineering from the University of New Mexico.

His sea tours include: USS NEW YORK CITY (SSN 696) as a member of Electrical Division; USS RHODE ISLAND (BLUE) (SSBN 740) as a Junior Officer; Engineer Officer on USS RHODE ISLAND (BLUE) (SSBN 740), Executive Officer on USS CHICAGO (SSN 721).  Captain Bernard commanded USS LA JOLLA (SSN701) from 2010 to 2013.  During his command tour, LA JOLLA deployed twice, conducting operations in Fifth and Seventh Fleets.

His tours ashore include: Navy Personnel Command; Junior Board Member on Commander Pacific Fleet’s Nuclear Propulsion Examining Board (NPEB); Executive Assistant at Commander Submarine Force, U.S. Pacific Fleet; Global Policy and Partnerships for J5 Joint Staff; and Senior Member of the Fleet Forces Command NPEB.

Captain Bernard earned a Master’s Degree in Business Administration from the University of Memphis.  He is authorized to wear the Legion of Merit, Joint Meritorious Service Medal, Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (three awards), and Navy and Marine Corps Achievement Medal (five awards), as well as many unit and campaign awards.
