The Ombudsman is a volunteer, appointed by the commanding officer, to serve as an information link between command leadership and Navy families. Ombudsmen are trained to disseminate information both up and down the chain of command, including official Department of the Navy and command information, command climate issues, local quality of life (QOL) improvement opportunities, and “good deals” around the community.

They also provide resource referrals when needed. They are instrumental in resolving family issues before the issues require extensive command attention.  The command ombudsman program is shaped largely by the commanding officer’s perceived needs of his/her command. The command ombudsman is appointed by and works under the guidance of the commanding officer who determines the priorities of the program, the roles and relationships of those involved in it, and the type and level of support it will receive.

FFSC offers basic, on-going, and advanced Ombudsman training and supports the Yokosuka Ombudsman Assembly. Ombudsman Assemblies and on going training sessions are held monthly.

Ombudsman Basic Training

Ombudsman Basic Training is a multi-day course consisting of 9 modules designed and standardized by CNIC. This training introduces new Ombudsman to all aspects of the Navy Family Ombudsman Program, provides resources and information, and builds the skills necessary to be an effective ombudsman. Topics include the Ombudsman Code of Ethics, Establishing Effective Working Relationships, Deployment, Local Resources, Ombudsman's Role in Command Emergencies and Natural Disasters, Active Listening Skills and much more. All newly appointed or prospective Ombudsmen, Command Leadership, and Command Leadership Spouses are invited to attend Ombudsman Basic Training. All Basic Training sessions are held at the Fleet & Family Support Center Annex in the Take Room. Sponsoring commands should provide participants with the "Navy Family Ombudsman Program Manual" which can be printed from as well as OPNAVINST.1750.1F. Ombudsman Assembly

This monthly assembly meeting is an opportunity for command-appointed Ombudsman to share ideas, obtain updated information, and receive training from area program and resource specialists. Commanding Officers, Executive Officers, Chaplains, Command Master Chiefs and their spouses are also encouraged to attend. Meetings are held at FFSC Bldg 3365, Community Readiness Center, 4th Floor every second Wednesday from 1730 - 1830, followed by monthly ongoing Ombudsman training from 1830 - 1930.
