Water Quality Information
The health and well-being of Sailors, their families, and civilians are the Navy’s top priority, including those assigned to overseas Navy installations.
Commander, Fleet Activities Yokosuka’s drinking water systems comply with all applicable Federal, State, and local safe drinking water regulations, Executive Orders, and Navy Policy by performing water quality monitoring (including some or all of the following based on system type: bacteria, lead, copper, disinfection by-products, and other chemicals) and providing customers an annual Consumer Confidence Report as well as investigating and resolving customer complaints.
Other Navy policy requirements include Distribution System Sanitary Survey reviews and programs for cross-connection control, backflow prevention, operation and maintenance, and unidirectional flushing. All these programs are designed to ensure that safe drinking water is delivered to every consumer.
Drinking Water Consumer Confidence Reports
The United States Environmental Protection Agency (EPA) requires drinking water suppliers to provide an annual water quality report / Consumer Confidence Report (CCR) to their customers. This report provides consumers information about their drinking water, including the water sources, contaminants detected in finished water, health effects of contaminants when violations occur, likely sources of detected contaminants, and availability of source water assessments. By understanding their water supplies, customers, especially those with special health needs, can make informed decisions regarding their use of drinking water.
The Consumer Confidence Report (CCR) is an annual public notification that summarizes the quality of drinking water delivered by Commander, Fleet Activities, Yokosuka (CFAY) within its area of responsibility (AOR): Hakozaki, Ikego, Nagai, Negishi, Tsurumi, Urago, Yokohama Fleet Mail Center, and Yokosuka Main Base.
Overseas U.S. naval installations are required to report the drinking water’s quality to their consuming public. Information is presented in this CCR on the sources of water to be distributed within the AOR, its constituents, and any health risks associated with contaminants. The CCR is designed to advance public understanding of CFAY’s water systems, potential hazards, and technical language.

year's Annual Water Quality Report (Consumer Confidence Report) as required
by the Office of the Chief of Naval Operations, Commander, Navy
Installations Command (CNIC) and the Safe Drinking Water Act (SDWA).
All U.S. military installations in Japan comply with regulations of the
Japan Environmental Governing Standards (JEGS), which is a combination of U.
S. and Japanese environmental laws.
We are proud to report that we did not violate any water quality standards
and your water is safe to drink. NAF Atsugi continues taking steps to meet
all requirements of the Navy’s Overseas Drinking Water (ODW) program.
