POV License:
Privately-owned vehicle (POV) USFJ Form 4EJ Operator's Permit (SOFA license) management (issuance, renewal, etc.) is provided for all SOFA article I active duty, DoD civilians, DoD contractors, and their dependents permanently assigned to NAF Atsugi or one of its tenant commands. SOFA article XIV active duty, DoD civilians, and DoD contractors are not eligible for the USFJ Form 4EJ Operator's Permit.

Navy Traffic Safety Program:

Applicable to:

Applies to all motor vehicle operators, passengers, bicyclists and pedestrians at all Navy managed joint installations, Navy commands, Navy activities, units, installations and facilities, ashore and afloat, as follows:

(1) All Navy military personnel at all times.

(2) All personnel (DoD or DoN civilian workforce personnel to include non-appropriated funds employees and master labor contract employees who are on duty and civilians such as retired DoD members, dependents, contractors and sub-contractors) operating or riding in or on a motor vehicle on a naval installation.

(3) All persons operating or riding in or on a motor vehicle owned or leased by the Navy, at all times, on or off base. This includes rental cars used while on official orders.

Policy:

a. Eliminate motor vehicle-related mishaps and the resulting deaths, injuries, and property damage by applying risk management strategies to achieve an annual goal of significant reductions in all mishaps, with the ultimate goal of zero mishaps.

b. Establish and maintain a comprehensive and effective Navy Traffic Safety Program as an element of the DoD Mishap Prevention Program.

c. Participate in joint efforts with host-nation officials; and non-governmental organizations to prevent impaired driving caused by alcohol and other drugs.

d. Subject to the restrictions on military personnel in section 1385 of title 18, U.S.C. (Reference (f)), and section 375 of title 10, U.S.C. (Reference (g)), and consistent with the restrictions on all military personnel in DoDD 5525.5 (Reference (h)), cooperate with local authorities in:

(1) Detecting, identifying, apprehending, prosecuting, educating, and counseling impaired drivers.

(2) Reporting cases of impaired driving as required by Federal, State, and local laws and regulations, and by applicable international agreements.
