Mission
Our mission is to provide assistance to retirees, surviving spouses, active duty personnel contemplating retirement, and family members. We extend our offer of assistance to Navy/Marine Corps retirees and their families as well as those from all other branches of the military including retired reserves. We provide direct assistance, counseling, and current information on retiree related matters, or in many cases, find an agency or resource to resolve a retiree's problem.
Many military retirees do not realize they rate space available quarters on military bases. The exchanges sponsor and run the lodges: Navy Lodge, Air Force Lodge, Army Guest Houses, and Marine We welcome walk-in clients, phone calls, and e-mail to either of our two Hampton Roads Retired Activities Office (RAO) branches. Hampton Roads RAO branches include the Norfolk Naval Station office and the Naval Amphibious Base office. These offices are staffed entirely by volunteers, and are open for business between the hours of 1000 and 1400, Monday through Friday. They are closed on all federal holidays. The MWR departments of the various services have transient visitors quarters on-base as well as some off-base resort hotel accommodations.

CONCURRENT RETIREMENT AND DISABILITY PAY (CRDP) & COMBAT RELATED SPECIAL COMPENSATION (CRSC) |
There are two special compensation programs which allow military retirees to receive both their retired pay and their Veterans Administration (VA) disability compensation. CRDP, initiated in 2004, is being phased in over a ten year period. When completed in 2014, eligible retirees will receive full retired pay and VA disability compensation from the time eligibility is established. |
RETIREE TRICARE MAIL ORDER PHARMACY PROGRAM UPDATE |
Since some prescription drugs may no longer be available to retirees through local military pharmacies, more retirees may decide to use the local Retail Pharmacy Network or the Tricare Mail Order Pharmacy (TMOP) Program. |
Effective 1 March 2003 Express Scripts replaced Merck Medco as the TMOP provider. Those retirees not previously utilizing the mail order program, but wish to participate may obtain registration forms, a beneficiary guide and other information by visiting the nearest HBA office, calling the Tricare Service Center at the above toll free number, or contacting Express Scripts toll free at 1-866-363-8667 or online at www.express-scripts.com.
Once OHI benefits have been exhausted, the TRICARE Pharmacy Program will pay the pharmacy costs, less the applicable co-payments, for the remainder of the year. To do so, beneficiaries will have to provide proof showing that OHI limits have been reached or exceeded. The TRICARE Pharmacy Program will also provide a benefit if the medication is not on the formulary (list of available medications) for your other insurance, but is on the DoD formulary. However, you will need to provide documentation indicating that the drug was not on the OHI formulary. For TRICARE Pharmacy Program services, you can submit an explanation of benefits (EOB) statement, or similar document, from your other insurance carrier to a TRICARE claims payer for your region. For the National Mail Order Pharmacy (NMOP) Program, you can send this documentation along with your CO-payment and prescription. For further details contact the TRICARE 1-877- 874-2273. |
Overview: TRICARE For Life (TFL) was passed by Congress and signed into Public Law (PL. 106-398) on October 30, 2001. It was implemented by the Department of Defense on October 1, 2001, TFL restores TRICARE coverage for all Medicare-eligible retired beneficiaries who are enrolled in Medicare Part B. TFL effectively fulfills the promise of lifetime health care made to older retirees for a career in uniformed service. |
Eligibility: TFL covers all retirees, spouses and survivors age 65 and older, who are eligible for Medicare Part A (for hospitalization payments) and who are enrolled in Medicare Part B (for other provider payments). |

Would you like: the opportunity to help your shipmates and their families? to have the opportunity to stay current with policies and laws that effect your retirement benefits?
Consider volunteering at one of the area's two Retired Activities Offices. Retired Activities Offices (RAO) are located at Norfolk Naval Station and Little Creek Naval Amphibious Base and provide service to military retirees and their families over a large section of the Mid-Atlantic area, including all of Eastern and Central Virginia, the Eastern Shore, Northeastern North Carolina and the Outer Banks. In addition, the offices respond to calls for assistance from across the nation. The RAO is totally dependent upon volunteers to offer this service and to keep both offices open. Your time commitment would be four hours a week and your experience with the military is your prerequisite.
