Family Advocacy Prevention


Long deployments, frequent moves, and mission readiness demands impose many stresses on military families, often leading to marital and parent child conflict. Concern for the welfare of Navy families and the effects of family violence on military performance prompted the establishment of FAP in 1976.

The Family Advocacy Program is a division of the Fleet and Family Support Program and has the following five primary goals as it's mission:

  • Prevention of family violence

  • Victim safety and protection
  • Offender accountability
  • Rehabilitative education and counseling
  • Command intervention


To achieve these goals the FAP offers the following programs and services:

Domestic Abuse Victim Advocate (DAVA) Services

Clinical Counseling Services

Safety and Lethality Assessment and Case Management Services

Offender Rehabilitiation Program

  • Family Violence Education Program
  • Anger Management


Family Violence Prevention

  • New Parent Support Home Visitation Program (NPSHVP)
