Capt. James R. McIver, a native of Boston, Massachusetts, graduated from the United States Naval Academy in 1996 with a Bachelor of Science Degree in Systems Engineering. He also holds a Master of Science Degree in National Security Strategy from the National War College.
McIver commanded USS NEVADA (SSBN 733) (BLUE), homeported in Bangor, Washington from June of 2013 to March of 2016. During his command tour, NEVADA completed four strategic deterrent patrols, and was awarded the 2015 Battle Efficiency "E" in Submarine Squadron SEVENTEEN and the 2015 Pacific Fleet Trident Submarine Outstanding Performance Award. His additional sea tours include service in both the Atlantic and Pacific Fleets. His Operational assignments were as a Division Officer on USS HAMPTON (SSN 767), the Navigation/Operations Officer on USS HYMAN G RICKOVER (SSN 709), and the Executive Officer back on USS HAMPTON.
Ashore, McIver served as an Operational Test Director at Commander, Operational Test and Evaluation Force in Norfolk, Virginia, an Action Officer on the Joint Staff, Operations Directorate, Strategic Operations Division, Nuclear Weapons Surety Branch in Washington, D.C., a Battalion Officer and Nuclear Accessions Officer at the U.S. Naval Academy in Annapolis, Maryland, and most recently as the Senior Military Deputy for the Mission Capable, Persistent & Survivable Naval Platforms Department at the Office of Naval Research in Washington, D.C.
He assumed his duties as the Commanding Officer of Naval Station Newport in August of 2020.
McIver holds various decorations and awards, and is the recipient of the Defense Meritorious Service Medal, the Meritorious Service Medal (four awards), the Navy and Marine Corps Commendation Medal (three awards), the Navy and Marine Corps Achievement Medal (four awards), and various campaign and unit awards.
