A native of Millinocket, Maine, Commander Terra Gray enlisted in the U.S. Navy in 1993 as an Aviation Machinist’s Mate. She was accepted to the Broadened Opportunity for Officer Selection and Training (BOOST) Program in 1995. She received her commission in June 2000 through the University of Washington Naval ROTC program and earned a Bachelor of Arts degree from Seattle University.
As a Surface Warfare Officer, Gray’s initial division officer tour was aboard USS BOXER (LHD 4). While aboard USS BOXER, she completed her Surface Warfare Officer requirements while deploying in support of Operation IRAQI FREEDOM and Operation ENDURING FREEDOM. Her second division officer tour was aboard USS RONALD REAGAN (CVN 76) as the External Communications, Radar, and Navigation Systems Officer, where she obtained her second Officer of the Deck for Flight Operation’s certificate. Her shore duties included Protocol Officer and Aide to the Deputy for the Commander, U.S. THIRD Fleet.
As a Human Resource Officer, Gray has served as Deputy Total Force Manpower, Manning and Personnel Officer and Operational Support Officer for Commander, Navy Region Southwest; Training Officer aboard the USS THEODORE ROOSEVELT (CVN 71); and Military Personnel Officer and Deputy, Senior United States Navy Liaison Officer for North Atlantic Treaty Organization (NATO) Headquarters, Supreme Allied Commander Transformation. In July 2018, Gray reported to Naval Support Activity Hampton Roads as the Executive Officer.
Gray is a board certified Professional of Human Resources (PHR) and Society for Human Resource Management Certified Professional (SHRM-CP) and holds a Master’s of Science in National Security and Strategic Studies from the Naval War College. She is a graduate of Joint and Combined Warfighting School, has completed Joint Professional Military Education Phase I & II, and is a Joint Qualified Officer for NATO and Joint personnel and manpower management activities.
Her military awards include the Defense Meritorious Service Medal, Meritorious Service Medal, two Navy and Marine Corps Commendation Medals, five Navy Achievement Medals, Good Conduct Medal, and various campaign and unit awards.
