The Housing Service Center (HSC) is available to assist with all your housing needs.  Assistance in securing privatized or community housing is readily available at the HSC.

Military family housing is privatized and under the management of Balfour Beatty Communities.  Privatized housing is available to all Service Members (officer, enlisted, married and single).  Residents are required to sign a lease and pay rent.  Utilities are currently included; however, the Department of the Navy, in unison with Balfour Beatty Communities, has implemented the Resident Energy Conservation Program (RECP) beginning January 2014.  Residents will be responsible for electricity used beyond what has been designated as "average use."  More details are available at the HSC or Balfour Beatty Communities.

HOUSING COSTS AND AVAILABILITY

Saratoga Springs, New York, is home to the oldest thoroughbred horse racetrack in the country.  It is also the summer home to the New York City Ballet and the Philidelphia Orchestra.  Because of the many varied attractions year-round, many tourists will visit Saratoga both on a short-term and extended basis.  The racing and art venues drive housing costs up from late Spring through Labor Day.  Average hotel costs may exceed the per diem rates and availability may be scarce throughout the year.  Hotel reservations are highly recommended.

Housing could be difficult to secure from June through early September, so Service Members should contact the HSC as soon as they receive transfer orders to the Saratoga Springs or Ballston Spa area if considering transferring to this location.

WINTERS IN UPSTATE NEW YORK

The Saratoga Springs or Ballston Spa area is located at the foothills of the Adirondack Mountain Range in upstate New York.  Although very scenic throughout the year, winters can be a bit of a challenge for those not familiar with extreme winter conditions.  Snow falls can average 60-80 inches annually.  Heating costs can be high and will vary from property to property.  Always ask your rental property manager or property owner about the average heating costs for any property before signing a rental agreement.

County and state roads are well maintained for easy, safe travel when using proper driving cautions.  Winterizing your automobiles is a must to prevent mechanical problems when the temperatures start to drop.  This service is provided at most automotive centers and should be done early in the Fall.

Quiet Harbor

The tree-lined Quiet Harbor neighborhood of 100 apartments is approximately 13 minutes from Nuclear Power Training Unit (NPTU) Ballston Spa, neighbors NSA Saratoga Springs and is open to all ranks.  All apartments are 959-square feet and feature two bedrooms, one bathroom, one-car detached garage, patio or deck, modern kitchen appliances, and washer and dryer.  Amenities at the nearby base include the Commissary, NEX, Navy Federal Credit Union, and ITT office.

Trash Schedule

Regular trash and recyclables are picked up on Mondays between 5am – 11am.  All trash receptacles and recycling bins must be placed at the curb no earlier than Sunday night and returned to the storage area no later than Monday night.  Because Quiet Harbor Road is a one-way street, all bins must be placed on the “inner loop” side.  Each resident is responsible for removing his or her own trash bins.

Cardboard is to be placed in the dumpster located on Quiet Harbor Road adjacent to the Balfour Beaty Communities maintenance shop.  The dumpster is emptied every Tuesday.

Large bulk trash items are to be placed in the roll off dumpster also located on Quiet Harbor Road.  This dumpster is emptied twice a month.

Lawn Schedule
 
Lawn services will be completed at all houses and common areas once a week.  Tenants are responsible for fenced in yards.  Be sure to remove any items from your lawn area, including toys, bikes and lawn furniture, on the scheduled day in order for the landscapers to properly care for your lawn.

Dolphin Bay

This neighborhood offers tree-lined sidewalks and fenced yards.  Located only 13 minutes from NPTU Ballston Spa and neighboring the NSA Saratoga Springs base, the 100 townhomes offered in this neighborhood include two bedrooms with one and a half baths and three bedrooms with two and a half baths, with approximately 952 -1300 square feet, fully equipped kitchens, and washer and dryer hook ups, attached garages with electric opener, second floor storage room, and a fenced yard.  Nearby amenities on base include the Commissary, NEX, Navy Federal Credit Union, and ITT.  All ranks are eligible for Dolphin Bay housing.
