Navy Housing at Naval Weapons Station (NWS) Earle is part of the Mid-Atlantic Region Fleet and Family Readiness Program. Monmouth County, located in central New Jersey on the coast, offers a pleasant blend of rural and suburban environments, including 27 miles of beaches and numerous state and county parks. New York City, Atlantic City and Philadelphia are all within a 1 to 1 1/2 hour drive and offer a wide variety of entertainment options, including professional sports, theaters, museums, zoos and casinos.
The mainside area of NWS Earle is situated on 10,000 wooded acres in the town of Colts Neck and is surrounded by horse farms and orchards. The waterfront complex is located approximately 15 miles away on the Sandy Hook Bay in Leonardo. The two sections are connected by a government-owned, restricted access highway and railroad. All housing is located mainside.
There is very limited public transportation in Monmouth County and no public transportation serves NWS Earle directly.
Family housing on NWS Earle converted to Public-Private Venture (PPV) in November 2004. The overall goal of PPV is to provide high-quality housing with no out of pocket expense. Balfour Beatty Communities (BBC) manages and maintains the housing on-station. Residents are required to sign a lease with BBC and pay rent which is set at the members basic allowance for housing (BAH) rate at NWS Earle. Rent includes utilities and personal property renters insurance in the amount of $20,000. You may wish to consider purchasing additional personal property insurance if this amount of coverage is not sufficient to replace your belongings. All residents are encouraged to purchase their own liability insurance. Liability insurance covers damage to the structure you are renting due to your negligence or injury to people visiting your residence.
You should know that there is a two-pet limit in BBC housing. Certain "aggressive breeds" (Akita, Chow, Doberman and Rottweiler) require proof of $100,000 liability insurance prior to move in. American Staffordshire Terrier, American Bull Dog and American Pit Bulls are not allowed.
If you choose to live in BBC housing, pro-rated rent may be due based on the day of the month that you move in. It is important that you save your BAH allowances and any other allowances you receive in between your duty stations to be prepared for this financial obligation.

The Navy Housing Service Center (HSC) personnel still maintain the waiting list, and all applications must be processed through our office for referral to BBC. Local community housing is very expensive. Most rentals require a 12-month lease, 1 1/2 months security deposit and a credit check. Few rentals allow pets, and those that do often have weight or breed restrictions, or both. Mobile home spaces in the local community are very rare.

The HSC has 3 buildings with 86 rooms and spaces all fully furnished with amenities. There are free laundry facilities located on each floor of each building. There are also lounges in each building with free cable TV and wi-fi. Additional amenities include a foosball table, picnic area with charcoal grills, horse shoe pits and smoking gazeebos adjacent to each building. They are located near the Navy Exchange, fitness center and gym.
Depending on your assignment status (shore duty, sea duty, student, etc.) and pay grade, your options may include Navy UH or housing in the local community.
Sea and shore duty personnel within pay grades E1-E3 and E4 (with less than 4 years’ service) can expect to reside in permanent party UH or UH PPV. Based on local conditions 50 to 75 percent of E4 with more than 4 years of service may be housed in UH. More senior personnel are expected to reside in the local community.
UH are government-owned and managed housing. Eligibility is based on your pay grade and BAH entitlement.
