The Housing Service Center (HSC) at Portsmouth Naval Shipyard has 1 building for permanent party personnel assigned to the shipyard, two dormitory buildings in support of students attending the 2-week SERE school and 3 Navy Gateway Inns and Suites (NGIS) buildings for transient personnel. Portsmouth Naval Shipyard unaccompanied housing (UH) barracks and dorm rooms are clean, well maintained and fully furnished. Also, UH has a full complement of recreational, fitness, dining, religious, educational and other amenities. Most are located within walking distance of UH.
Unaccompanied personnel E1-E3 and E4<4 reporting to Portsmouth Naval Shipyard, tenant commands and attached units should report to the front desk in the NGIS, building H-23, The Helmsman Inn. NGIS front desk staff are on duty 24 hours a day, 7 days a week and will refer permanent party personnel to the UH manager, SERE students to the SERE CDO or transient personnel to the appropriate NGIS building.
Once UH assignment is completed the UH Manger will schedule a time for UH indoctrination and joint inspection. To keep the UH community safe and comfortable, rules and regulations are put in place for all residents. The command feels the rules are reasonable, unobtrusive and expects everyone to abide by them.
- UH indoctrination: A copy of the rules and regulations, NAVSHIPYD PTSMHINST 11103.1B (830) dtd 16 May 2005, will be provided to the new resident by the UH manager during indoctrination.
- Joint inspection purpose: Document room status and furnishings at check-in time.
- Occupied Housing: It is the occupant's responsibility to promptly report all maintenance problems and required repairs to the front desk or maintenance personnel.
- Check-out: The tenant and UH manager will conduct a joint termination inspection to document room status at check-out. The UH manager will explain the process during indoctrination.
Resident Advisors (RA) are senior enlisted military personnel who provide an after-hours leadership presence in UH. RAs sign a memorandum of understanding, agreeing to certain duties and responsibilities in exchange for a room in UH. The program is strictly voluntary and open to personnel in pay grades E5 to E9 (E4 with their commanding officer’s recommendation) including geographic bachelors (GB). GBs are personnel ordered to Portsmouth Naval Shipyard who, by choice or circumstance, have decided that their dependents will continue to live in another geographic area. GBs are receiving basic allowance for housing (BAH) at the with dependents rate. They are not normally authorized to live in UH; however, we do have a limited number of spaces available for GBs. GBs must submit an application that will be reviewed by the Assignment Review Board. If approved, the GB will be placed on the waiting list and offered UH when it becomes available.
