Family and bachelor Housing at Portsmouth Naval Shipyard are part of the Mid-Atlantic Region Community Support Program.
Family housing throughout the Mid-Atlantic Region has been privatized. This initiative is called Public-Private Venture (PPV). Our partner in Portsmouth is Balfour Beatty Communities. Their overall goal is to provide high-quality housing for Service Members and their families. Residents sign a lease and pay rent set at the Portsmouth basic allowance for housing (BAH) rate. Everyone (families and bachelors) transferring to this area is required to check in at the Housing Service Center (HSC) located in the Balfour Beatty Communities Office at 67 Philbrick Ave., Kittery, Maine. From Shipyard (gate 1), you take a right at the light onto Wentworth St. Bear right at Catholic Church, onto Whipple Ave. At the stop sign, cross Rte 236/103 onto Woodlawn Ave. At the bottom of hill, turn right at the yellow house onto Wainwright Ave. Take the next left onto Philbrick Ave. Balfour Beatty Communities and the Navy HSC will be at #67 on your left. Parking is located on the side of the building. Our hours of operation are Monday through Friday 0730 to 1600. We are closed on holidays and weekends.

Unaccompanied Housing Overview
Portsmouth Navy Shipyard has 1 building for permanent party personnel assigned to the shipyard, 2 dormitory buildings in support of students attending the 2-week SERE school and 3 Navy Gateway Inns and Suites buildings for transient personnel. All spaces are fully furnished, and depending on the building purpose, provide a variety of amenities for resident comfort and convenience.
Depending on your assignment status (shore duty, sea duty, student, etc.) and pay grade, your options may include Navy unaccompanied housing (UH), dormitories or housing in the local community.
- Sea and shore duty personnel within pay grades E1-E3 and E4 (with less than 4 years’ service) can expect to reside in permanent party UH.
- Based on local conditions, 50 to 70 percent of assigned E4s with more than 4 years' of service may be housed in UH.
- Students will reside in one of our student dormitories.
- More senior personnel are expected to reside in the local community.
UH and dormitories are government-owned and managed housing. Eligibility is based on your pay grade and BAH entitlement.
