SOCNAV
SOCNAV (Servicemembers Opportunity Colleges for the Navy) is a system of college curriculum networks designed by SOC for Navy service members and their adult family members. Networks consist of groups of colleges that have agreed to accept each other's courses in a particular program of study. Students can move freely among the colleges in a network without being reevaluated or worrying about whether or not courses will transfer.

SOCNAV-2 is the associate degree network program; SOCNAV-4 is the bachelor's degree network program. SOCNAV-2 and SOCNAV-4 colleges provide students with the opportunity to complete college degrees without losing credit because of frequent changes in duty station. Curricula, or courses of study, are offered by colleges and universities on or accessible to most Navy installations worldwide. Some courses and degree programs are even offered on ships at sea through the NCPACE program.

Educational Guidance
Sailor/Marine American Council on Education Registry Transcripts (SMART) are available in our office. To have an official SMART sent to a college or university, contact the Navy College Office at (361) 961-3236.
SMART is a feature of the Navy College Program. It documents recommended college credit for a Sailor's military training and occupational experience. The following procedures should be followed to obtain an individual unofficial SMART via the Navy College Program website:

  • Go to the SMART website.
  • Click on "Sign in as an Individual"
  • Enter your SSN & password. If you never requested a SMART enter SSN only.
  • The system will require first time users to enter additional personal information.
  • You will need to enter your pay entry base date, found on your Leave and Earning Statement (LES), to access your transcript.
