Captain Horstman graduated from Texas A&M University with a Bachelor’s Degree in Engineering Technology and was commissioned through the NROTC Program. Following training, he was designated a Naval Flight Officer (NFO). He earned a Master’s Degree in National Security and Strategic Studies from the Naval War College.
At sea, he served as legal officer, aircraft division officer and NFO Naval Air Training and Operating Procedures Standardization Program (NATOPS) officer while attached to Sea Control Squadron 21 aboard the USS Independence (CV 62) and USS Kitty Hawk (CV 63); assistant air operations officer while attached to Commander, Strike Force Training, Atlantic aboard the USS Enterprise (CVN 65), USS George Washington (CVN 73), USS John F. Kennedy (CV 67), USS Theodore Roosevelt (CVN 71), and USS Harry S. Truman (CVN 75); quality assurance officer, admin officer, and maintenance officer while attached to Sea Control Squadron 22 aboard the USS George Washington (CVN 73); and operations officer aboard the USS Dwight D. Eisenhower (CVN 69). As operations officer of the USS Dwight D. Eisenhower (CVN 69), he deployed on two cruises to the Middle East supporting Operation Enduring Freedom (Afghanistan).
His shore tours include service at Training Squadron 86 as an advanced jet naval flight officer instructor, and command of Training Squadron 86.
Captain Horstman's last tour was as deputy commander, Cruise Missile Support Activity, Atlantic. He assumed command of Naval Air Station Meridian on June 2, 2017.
Captain Horstman’s personal awards include the Defense Meritorious Service Medal, Navy Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (two awards), and Navy and Marine Corps Achievement Medal (three awards).
