Here at the Fleet and Family Support Center, (FFSC) we realize that relocation has a direct impact on the quality of life for Service Members and their families. Every year approximately one third of Service Members make a Permanent Change of Station (PCS) move and each Service Member moves, on average, every three years. For many, relocation has both positive and negative effects on their personal, familial, and financial well-being. The Relocation Assistance Program (RAP) is designated to provide Service Members and their families the knowledge and skills necessary to successfully navigate the challenges of relocation by providing services and assistance in managing the financial, emotional and logistical challenges of the move. These programs and services strive to positively impact on the Navy’s mission in three major areas:  operational readiness, quality of life, and retention.

RAP provides a continuum of relocation programs and services appropriate to Service Members and their families whether relocating CONUS (within the continental United States) or OCONUS (overseas). By instruction, RAP is required to provide the following pre-departure information including, but not limited to, these topics:

  • Housing
  • Legal issues
  • Childcare resources
  • Spouse employment opportunities
  • School information
  • Medical related information
  • Exceptional Family Member Program (EFMP) and resources
  • Stress Management
  • Personal financial management (i.e., entitlements, relocation costs, cost of living, and pay and allowances at new duty station)
  • Real estate transactions
  • Property management
  • Shipment/storage of household goods
  • Check-in and check-out procedures

In addition to those services already listed, arrival services must include, but are not limited to, the following:

  • Information regarding settling-in services emphasizing sponsorship
  • Information on temporary and permanent housing
  • Childcare information
  • EFMP resources
  • Legal assistance resources
  • Member and family member education programs/schools
  • Command Indoctrination and Spouse Indoctrination
