CMDCM (SCW) David J. Garcia was born in the Philippines. He attended Ballou Senior High School in Washington, DC and enlisted in the Navy in 1989. Following completion of recruit training in San Diego, California, he attended UT "A" School in Port Hueneme, California.
In December 1989 he reported to Naval Mobile Construction Battalion SEVEN FOUR assigned to the Bravo Company. While assigned to the battalion, he was promoted to UT3 in June 1991. He deployed to Okinawa; to Saudi Arabia in support of Operation Desert Shield and Desert Storm, Puerto Rico, and finally to Pohang, Korea.
In July 1994, Master Chief Garcia reported to Construction Battalion Unit Four One Three at Pearl Harbor, Hawaii assigned as crew-leader for several unit projects. While assigned to the CBU, he was promoted to UT2 in July 1994.
In July 1997, Master Chief Garcia reported to Naval Air Facility Atsugi, Japan. While there, he was assigned to the Public Works Utilities Shop as the LPO. He was advanced to Petty Officer First Class in June 1999.
In September 2000, Master Chief Garcia next reported for duty onboard Naval Mobile Construction Battalion ONE, Gulfport, MS. Assigned as the Bravo Company Projects and Air Detachment LPO. Completed a deployment to Guam and a Deployment for Training to Queensland, Australia in support of exercise Operation Tandem Thrust. He was advanced to Chief Petty Officer in 2002 while assigned as Fleet Support Billet assigned to Naval Construction Training Center Gulfport, MS where he earned his Master Training Specialist designation.
After his tour in NMCB ONE he reported to Naval Support Facility Thurmont, Maryland in May 2003 as the Readiness Electronic Security Department, Facility Maintenance Chief. He was selected to Senior Chief Petty Officer in June of 2005.
In August 2006, Master Chief Garcia transferred to Naval Mobile Construction Battalion SEVEN as the Bravo Company Chief. Completed a deployment to Bagram, Afghanistan in March 2007. He was selected to Master Chief Petty Officer in April 2008 and was crossed decked to Naval Mobile Construction Battalion ONE as the Bravo and Air Detachment Company Chief and completed a deployment to Camp Covington, Guam.
In November 2009 Master Chief Garcia transferred to Navy Personnel Command in Millington, Tennessee, as the Lead Seabee Detailer. He was selected to the Command Master Chief Program in February 2011.
In January 2012 he assumed the duties as Command Master Chief of NMCB 133 Gulfport, MS and completed a deployment to Afghanistan.
In December of 2013 he assumed the duties as Command Master Chief of Naval Construction Group TWO Gulfport, MS
In May of 2017 he was assigned and assumed the position as the Command Master Chief onboard Naval Construction Battalion Center Gulfport, MS.
Master Chief Garcia’s awards include the Navy Meritorious Service Medal, Navy Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards), Joint Meritorious Unit Award, Meritorious Unit Commendation, Navy Unit Commendation, Navy Battle E (four awards), Humanitarian Service Medal Navy Good Conduct Medal (five awards), National Defense Service Medal (two awards), South West Asia Service Medal, Afghanistan Campaign Medal, Korean Defense Medal, Kuwait Liberation Medal, ISAF NATO Medal, Navy Expert Rifleman Medal, and Navy Pistol Expert Medal.
