Captain Whitmire graduated with a Bachelor’s degree in mechanical engineering in 1993 from the University of South Carolina and was commissioned through the Navy Reserve Officer Training Corps. He reported later that year to U.S. Naval Mobile Construction Battalion FIVE and served as Assistant Operations Officer, Engineering Officer and Detail Officer-in-Charge, deploying to Okinawa and Puerto Rico in support of Operation SEA SIGNAL in Guantanamo Bay, Cuba. From 1995 to 1997, he served as Assistant Public Works Officer, Bahrain, where he was responsible for facilities maintenance and development of a $360 million Military Construction Program following the Khobar Towers bombing in Saudi Arabia. He then served at Puget Sound Naval Shipyard, Bremerton Washington as Assistant Resident Officer-in-Charge of Construction, managing construction for the shipyards dry-docks and piers until 1999. After completing a Master’s degree in mechanical engineering at the University of South Carolina in 2000, he reported to the Presidential Retreat, Camp David as Public Works Officer where he served until 2003.

From 2003 to 2005, he served as Readiness, Plans and Policy and Training Officer for the 31st Seabee Readiness Group in Port Hueneme, California, supporting training and battalion readiness evaluations for units deploying to Iraq and Afghanistan. He then reported to U.S. Naval Mobile Construction Battalion FOUR in Port Hueneme, California as Executive Officer, with unit deployments to Okinawa, Pakistan, Guam and Iraq until 2007. From 2007 to 2010, he served as Resident Officer-In-Charge of Construction, Vicenza, Italy, and was responsible $500 million in Military Construction projects for the U.S. Army and Air Force across Northern Italy.

In 2010, he reported to Naval Construction Training Center, Gulfport, Mississippi, where he served as Commanding Officer until 2012. Following his command tour, he deployed to Djibouti, Africa where he served as Force Engineer for the Combined Joint Task Force, Horn of Africa from 2013 to 2014 in Support of Operation ENDURING FREEDOM and various anti¬terrorism and theater security cooperation missions in Somalia and across East Africa. He reported to Marine Corps Installations West/Marine Corps Base Camp Pendleton, California as Assistant Chief of Staff, Facilities (G-F) in June 2014.  He reported Naval Construction Battalion Center, Gulfport as Commanding Officer in August 2017.

Captain Whitmire’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal, Southwest Asia Service Medal and other personal and unit awards. He is qualified as a Seabee Combat Warfare Officer, is a registered Professional Engineer in South Carolina, and a member of the Acquisition Professional Corps.
