Commander Collin Armstrong Wynter graduated from Officer Candidate School in 1996.
He enlisted in the Navy in 1988, serving in USS Flying Fish (SSN 673) and Submarine Training Facility, Norfolk Virginia, before his commissioning via the Seaman to Admiral Program.
Wynter earned his Bachelor of Science Degree in Criminal Justice and Sociology from Old Dominion University in 2003, a Master of Arts Degree in Management from Webster University in 2008 and a Graduate Certificate in Human Resource Administration from Central Michigan University in 2009.
At sea, Wynter served as Fire Control Technician Gun in USS Flying Fish (SSN 673); Information Systems Officer in USS Carr (FFG 52); Fire Control Officer in USS Mitscher (DDG 57); Combat Systems Officer in USS John L. Hall (FFG 32); and Operations Officer in USS Monterey (CG 61).
Ashore, he attended the Army's Command and General Staff College, Fort Leavenworth Kansas in June 2007. His follow-on tours were: 2008 – 2016, Wynter served as Plans and Evaluations Branch Chief at United States Strategic Command, Offutt Air Force Base, Nebraska; Director of Combat Systems Training at Afloat Training Group Norfolk; Executive and Commanding Officer of Navy Recruiting District New Orleans.
His personal awards include: The Defense Meritorious Service Medal, Meritorious Service Medal (2 awards); Navy and Marine Corps Commendation Medal (2 awards); Navy and Marine Corps Achievement Medal (3 awards); Navy Good Conduct Medal (2 awards); and various campaign and unit awards.
