The requirement for base access for all non-affiliated, unescorted workers/guests is to complete and submit SECNAV Form 5512/1 via their sponsor. This policy is effective for all events, to include one-time events such as weddings, retirement ceremonies, PAO functions, changes of command, special events, job applicants, and for vendors/service providers not enrolled in the Navy Commercial Access Control System (NCACS), Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner Credential (MMC), and Civilian Retiree Card Holders prior to PSD re-issuance of expired credentials.
Submission of SECNAV Form 5512/1
Sponsors for visiting personnel shall provide a NASL Base Access Request/Non-NCACS Request form and the SECNAV 551/1 for each guest requesting access to the installation Pass and ID Office no later than 14 working days prior to the scheduled date of the planned event/work. The Installation Security Officer shall ensure that the access request forms are processed by Pass and ID for vetting to be performed no later than five working days prior to the date of the event.
a. All non-affiliated personnel requesting access require a sponsor in order to be approved for unescorted access to the installation.
b. Military members living in housing are allowed to sponsor guests for a maximum of 14 days. If the guest will be visiting for longer than 14 days, the military member will be directed to the Housing Office to register their guest. Sponsors are responsible for the conduct of their guests at all times while they are onboard the installation.
c. If the Housing Office approves an extended stay in housing, they will issue the guest’s sponsor a base access request. If the request is for longer than 6 months, a Station ID will be issued to the guest. If the application is for less than 6 months, they will be issued a long term visitors pass until the date of expiration on the request. If a military member is sponsoring a function in housing (i.e. birthday party, baby shower, hail and farewell) and are expecting more than 10 guests that do not normally have installation access, they will be required to use the Special Events Access Request.
d. Military members living in the barracks are allowed to sponsor guests for the day with a pass expiring at the end of visiting hours for that specific day. If a military member has family or friends staying in the Navy Lodge or RV Park who arrived when Pass and ID was closed, they will be issued a visitor’s pass that will expire at midnight of the next Pass and ID working day for. The member will be instructed to obtain a current receipt from the Navy Lodge or Outdoor Adventure Center showing the amount of time the visitor will be staying and to present it to a Pass and ID clerk. Upon verification of a receipt from either the Navy Lodge or the Outdoor Adventure Center, a pass will be issued for the duration on the visit.
e. Minors (any individual under the age of 18) holding a dependent ID are not authorized to sponsor guests. Non-military parents of dependent children may be authorized access to the installation for the sole purpose of exercising the dependents military benefits. Upon presentation of valid custody paperwork and dependent ID, Pass and ID will issue a one day visitor pass, which expires at midnight of the same day.

1. In an effort to standardize access control procedures for installations across the enterprise, Commander, Navy Installations Command (CNIC) has directed Installation Commanding Officers to implement the Navy Commercial Access Control System (NCACS) for all contractors and vendors conducting business onboard Navy installations without the authorization to possess a CAC card.
2. Under the NCACS program, contractors and vendors without logical (i.e. CAC) access to the installation must either enroll in the NCACS program or check in to the Pass and ID office or commercial vehicle inspection station to receive a temporary pass to come onboard the installation. Temporary passes will not be issued for more than one day in duration.
3. If contractors/vendors do not participate in the NCACS program, the station sponsor will be required to complete the Non-NCACS Access Request and submit the names of all employees that will require station access on SECNAV Form 5512/1. These employees will be vetted on a daily basis and issued a one day pass. If their name is not on the list, they will not be given installation access.
