Captain Lagerquist is a native of Bangor, Maine, and is a 1995 graduate of Norwich University, The Military College of Vermont with a Bachelor of Science degree in Civil Engineering and was commissioned in the U.S. Navy’s Civil Engineer Corps (CEC) through the Naval Reserve Officer Training Corps (NROTC). He earned a Master of Science Degree in Civil Engineering from the University of Colorado at Boulder and completed the Tuck School of Business, Executive Management Program at Dartmouth College.
After completing Civil Engineer Corps Officer School, his initial assignment was with Naval Mobile Construction Battalion (NMCB) FIVE homeported in Port Hueneme, California. In 1997, he transferred to Administrative Support Unit, Southwest Asia located in Manama, Bahrain where he served as the Assistant Public Works Officer. In 1998, he was assigned as an Assistant Resident Officer in Charge of Construction at the Marine Corps Base Camp Lejeune, North Carolina. In 2000, he was selected as Flag Aide to the Commander, Atlantic Division, NAVFAC and Commander, Second Naval Construction Brigade in Norfolk, Virginia. In August 2002, he transferred to the Navy Public Works Center, Great Lakes, Illinois, as the Activity Public Works Officer for Recruit Training Command. In April 2004, he was assigned as the CEC Lieutenant Detailer at Navy Personnel Command located in Millington, Tennessee. In May 2006, he returned to the Seabees as the Executive Officer of NMCB THREE homeported in Port Hueneme, California. In June 2008, he reported to NAVFAC Hawaii as the Resident Officer in Charge of Construction at Wahiawa Annex. In February 2010, he transferred within NAVFAC Hawaii to become the Public Works Officer (PWO) for Joint Base Pearl Harbor-Hickam. In July 2011, he reported as the Deputy Director for Project Management within the Policy, Plans & Requirements Directorate of the White House Military Office where he was responsible for construction at the White House and the Presidential Retreat Camp David. In June 2014, he deployed as an Individual Augment to Djibouti, Africa serving as the PWO for Camp Lemonnier. Following deployment in June 2015, he served as the Force Engineer for Naval Special Warfare Command Headquarters in Coronado, California. He then reported in May 2017 as the Facilities Director at Marine Corps Installations Command located at the Pentagon. In August 2018, he reported to Naval Facilities Engineering Command (NAVFAC) Headquarters as the Deputy Director, Resilient Energy Program Office within the Public Works Business Line. Then in January 2019, he stepped in to fill a critical vacancy as the Deputy Assistant Commander for Public Works.
CAPT Lagerquist assumed the role as Chief Staff Officer for Naval Base Ventura County in June 2019.
Lagerquist is a qualified Seabee Combat Warfare Officer, a member of the Acquisition Professional Community, and a registered Professional Engineer in the State of North Carolina. His awards include the Defense Superior Service Medal, Legion of Merit, two Meritorious Service Medals, six Navy Commendation Medals, Navy Achievement Medal and various unit awards. He is authorized to wear the Presidential Service Badge.
