Self-help Program
The Self-Help program is a logical, economical means to reduce critical maintenance backlog of facilities, enhance quality in the workplace, and improve the condition of morale, welfare, and recreation (MWR) facilities. The program’s goal is to improve working/ living conditions in order to contribute to high morale and retention. Funding limitations and acquisition priorities have historically diminished the resources available for personnel support and quality-of-life projects. Self-Help, when employed properly, is a force multiplier, which allows the Navy to utilize its own manpower and expertise in order to pursue these goals in a positive and cost effective manner.
